If you were to stop any individual on the street—regardless of age, background, or profession—and ask them what to do if they are on fire, you would almost certainly receive the same three-word mantra: "Stop, Drop, and Roll."

This simple, rhythmic directive, ingrained into the collective consciousness of children and adults alike since the 1970s, serves as a masterclass in behavioral conditioning. It is a testament to the power of national standardization. Because of unified fire safety codes and universal public education, the tragedy of child fatalities in K-12 school fires has been virtually eradicated.

However, in the face of the modern epidemic of active shooter incidents, that sense of universal clarity is nowhere to be found. As the security industry grapples with an increasingly volatile landscape, experts are beginning to ask a fundamental question: If national standards revolutionized fire safety, could the same framework be the key to active shooter prevention?

The Disconnect in National Preparedness

The conversation regarding standardized response protocols reached a fever pitch at the recent IMRON Corporation Security & Safety Summit in Detroit. During the event, Chris Grollnek, M.S., Founder and Managing Principal of the Active Shooter Prevention Project (ASPP), challenged the industry to reconsider how we educate the public.

He notes that major societal shifts—such as the creation of Mothers Against Drunk Drivers (MADD) or the implementation of "Code Adam" in retail stores—were the direct results of grassroots advocacy and the subsequent adoption of universal, actionable protocols.

"What do you do during an active shooter? The national standard for the public is absent," Grollnek stated during his presentation. "We have seen history change when society rallies around a specific, unified response. Whether it was the fight against drunk driving or the protection of missing children, the success lay in a consistent, non-negotiable message that everyone understood."

Currently, the landscape of active shooter training is fragmented. Schools, businesses, and government agencies are forced to navigate a dizzying array of programs, including ALICE (Alert, Lockdown, Inform, Counter, Evacuate), "Run, Hide, Fight," and countless proprietary variations. For an organization, choosing a protocol can feel like a guessing game, and for the public, the lack of a singular "Stop, Drop, and Roll" equivalent creates a dangerous cognitive load during a crisis.

Following the Sandy Hook Elementary School tragedy, the market for active shooter training exploded. Private consultants, non-profits, and security firms rushed to fill the void left by a lack of federal guidance. While well-intentioned, this resulted in the current reality: 22 different, and often conflicting, response models currently being taught across the country.

However, without a federal mandate, these efforts remain a patchwork of requirements that do little to protect the average citizen who may move from one jurisdiction to another, where the "rules of the game" change entirely.

If we are to adopt a national standard, what would it look like? The industry is currently debating the components of a hypothetical "National Active Shooter Protocol." Such a system would likely require:

  1. Uniform Nomenclature: Eliminating the variety of terms used for the same actions. Whether we call it "lockdown" or "barricade," the terminology must be universal.
  2. Infrastructure Integration: Just as a fire alarm system is standardized, security systems (access control, video surveillance, and notification systems) should be integrated with the response protocol.
  3. Mandatory Recurring Education: Fire drills are mandated by law. Active shooter drills, while common, are not universally regulated, leading to variations in quality and frequency.

The Role of Security Leadership

For security leaders, the implication is clear: we can no longer afford to wait for federal legislation to provide the "perfect" solution. Leaders must advocate for evidence-based, simplified training that reduces the mental burden on end-users.

The goal is to move the response from an intellectual exercise to a muscle-memory reflex. When an alarm sounds, the response should be as instinctual as dropping to the ground when one’s clothing catches fire.
